      Summary description of the conference:

-          The current international state-of-the-art in the field of the proposed seminar / conference:

The current studies on the conference scope are being pursued very intensely and reported adequately in the leading international scientific journals: Journal of Aerosol Science, Journal of Colloid Interface Science, Journal of Atmospheric Science, Journal of Geophysical Research, Hazardous Materials, Kolloidny Zhurnal, Fizika Atmosfery i Okeana. The A&S conferences arranged on regular basis will appropriately complement other aerosol conferences: EAC, IAC, Natural and Antropogenic Aerosols (St. Petersburg) as well as technical meetings on safety between scientists from Russia and US Weapons Centers.

-          The expected contribution to advance of the specific scientific area:

Major conference participants (both institutions and individuals) have extensive common interests and wide business contacts on different technical issues of the conference scope. The conference organizers not only pursue application problems of aerosol physics, but also are scientists of standing reputation in the fundamental area. It is intended that the conference will combine applied and fundamental technologies. Such a combination seems very inviting and could fully attract a diverse circle of aerosol theoretical and practical scientists.

-          The description of the scientific and practical reasons for organizing the conference:

As the modern production process involves an extremely great variety of high-consequence facilities, man-made and natural catastrophes attended with aerosol release have become frequent recently. Aerosol contaminations are most dynamic in nature and pose direct health and environmental risks. Thus, problems associated with assessing the aftereffects of and protection against man-made disasters and accidents, fires and acts of God are always pressing. The problems of technical counteraction to the acts of terrorism, in particular, nuclear terrorism, and to potential application of radiological weapons have recently come to the forefront. Nuclear enterprises currently face the tasks of continuous monitoring of and control over high-consequence facilities, release cleanup, recycling of wastes. Since the problems of migration of aerosol pollutants and transborder transport are international in character, the above tasks are also international and of interest to the entire community worldwide.

-          The description of the seminar technical program:

The technical program will be implemented in the following sessions:

Methodological session:
-          experimental devices and techniques (measurements of radioactive aerosols inclusive);
-          sampling tools, monitoring;
-          computer simulation;
-          results of the ISTC projects and new Project Proposals.

Technical session:
-          emergencies, fires;
-          indoor precipitation of aerosols;
-          industrial releases;
-          reactor safety.
-          results of the ISTC projects and new Project Proposals.

Aerosol safety of NPP:
-          filter media
-          filters and clean-up systems
-          aerosol behaviors in ventilation systems
-          up-to-date normative-technical requirements
-          results of the ISTC projects and new Project Proposals.

Application session:
-          individual means of protection;
-          dust suppression, decontamination;
-          biological aspects and radiobiology.
-          results of the ISTC projects and new Project Proposals.

The expected number of participants: about 150 individuals, including 30 foreign participants.

      Deadlines

The request for inclusion of the paper in the Conference Agenda shall be sent (see the appropriate menu item on this site) on or before 15 February 2005. The request shall specify: paper title, authors, affiliation, anticipated session, paper type (oral, poster), contact e-mail address.

The paper abstract executed to meet the required format shall be sent (see menu item sending of abstracts on the site) on or before 31 March. CIS authors shall attach the number and date of peer panel authorization for the publication (the authorization original will be presented to Steering Committee on arrival at the conference). The notice of the paper acceptance will be sent to the authors on or before 31 May, then there will be registration of participants (reduced until 15 July and general until 30 September).

      Details on the ISTC Special Session

Major institutions participating in the conference actively address the problems of ecology and safety in the framework of international ISTC projects. Recently completed projects: simulation of air contamination formation and transport processes; development of monitoring systems; development of filtering materials and plants; working out measures for eliminating aftereffects of man-made accidents. The list of the recent ISTC projects, which the principal organizers of the conference are involved in, is the following:

It is assumed that much attention will be given to the results of accomplished and ongoing international projects, to delineating new proposals for international collaboration in the field of ecology and safety. It is suggested that the market of Russian proposals on the conference scope should be actually formed at the methodological session, which is to review ISTC projects. In general, this work will contribute to re-directing the efforts of Russian weapon scientists and specialists to solving fundamental and application problems of environmental safety.

      Conference history, reputation in the scientific society

The conference will be held for the first time, but it is anticipated that later on it will be held once every two years in Obninsk and in Sarov alternately.

Weapon centers in Russia and the United States will be able to significantly intensify the applied aspect of their research efforts on aerosols as well as efficiency of international activities in the field of safety through the leading positions in science they have, using experience in international collaboration and prestige of their scientists in aerosol physics. On the whole, the conference scope is important for pursuing joint technical policy in nuclear power engineering.
